What is Punjab Basic Pay Scale 2026?

The Punjab Basic Pay Scale 2026 is the latest salary structure introduced by the Punjab Government. Every pay scale has received a revised minimum pay, annual increment, and maximum pay.

The new salary structure starts from BS-1 and continues up to BS-22.

Existing employees will not start from the minimum pay. Instead, their salaries will be fixed according to the pay fixation rules explained in the notification.

Punjab Pay Fixation Rules 2026

One of the most important parts of the notification is the pay fixation procedure.

Existing Employees

Employees who were already in service on 30 June 2026 will have their salaries fixed on a point-to-point basis.

This means an employee will move to the same stage in the new Basic Pay Scale 2026 that they were occupying in Basic Pay Scale 2022.

For example, if an employee was on a particular stage above the minimum in BPS-2022, they will be placed on the corresponding stage in BPS-2026.

Personal Pay

Employees receiving Personal Pay because they had crossed the maximum of their pay scale will continue receiving that Personal Pay after the revision at the revised rates.

Annual Increment Rules 2026

The annual increment system remains unchanged.

Employees will continue to receive their annual increment on 1 December every year, subject to the existing rules.

For employees whose pay is fixed under the new pay scales on 1 July 2026, the first annual increment in the revised pay scales will become due on 1 December 2026.

Adhoc Relief Allowances

The notification also explains the status of different Adhoc Relief Allowances.

Adhoc Relief Allowance 2022

The allowance granted in 2022 will cease to exist from 1 July 2026.

Adhoc Relief Allowance 2025

The allowance granted in 2025 will also be discontinued from 1 July 2026.

Adhoc Relief Allowance 2023

The allowance already frozen as on 30 June 2023 will continue at that frozen level.

New employees will receive it on a notional basis at:

  • 35% for BS-1 to BS-16
  • 30% for BS-17 to BS-22

Adhoc Relief Allowance 2024

The allowance remains frozen at the level admissible on 30 June 2026.

New entrants will receive it on a notional basis at:

  • 25% for BS-1 to BS-16
  • 20% for BS-17 to BS-22

Adhoc Relief Allowance 2026

A new Adhoc Relief Allowance 2026 has been introduced.

It will be equal to 7% of the running Basic Pay under BPS-2026.

The notification states that this allowance:

  • Is subject to income tax.
  • Is admissible during leave and Leave Preparatory to Retirement (except extraordinary leave).
  • Will not be counted for pension, gratuity, or house rent recovery.
  • Will not be paid during foreign posting or deputation.
  • Will again become admissible after repatriation.
  • Is payable during suspension.
  • Is not admissible to employees working on fixed or lump-sum contract packages.

Punjab Conveyance Allowance Revised 2026

The Government has also increased the monthly Conveyance Allowance for Punjab Government employees.

The notification states that all other terms and conditions of the conveyance allowance remain unchanged.

Special Conveyance Allowance for Disabled Employees

This allowance is paid in addition to the normal conveyance allowance for eligible disabled employees.

Employee Option for New Pay Scale

Every existing Punjab Government employee from BS-1 to BS-22 has been given the option to choose between:

  • Basic Pay Scales-2022
  • Basic Pay Scales-2026

The option must be submitted in writing within 30 days from the date of the notification.

If an employee does not submit the option within the prescribed period, they will automatically be treated as having opted for Basic Pay Scales-2026.

Anomaly Committee

The Finance Department will establish an Anomaly Committee to resolve any issues or anomalies that may arise during the implementation of the revised pay scales.
